Tibet exhibition opens in Beijing


Another exhibition showing the changes that have taken place in Tibet over the past 50 years has opened in Beijing.

Liu Yunshan, head of the Communist Party of China Central Committee Publicity Department, said: "In the past 50 years, with the help of the central government, people in Tibet have developed a great passion to build new lives for themselves."

The exhibition is being held to commemorate the 50th anniversary of Tibet's democratic reforms, he said.

"Tibet is an inalienable part of Chinese territory," he said.

More than 600 exhibits that tell the history of Tibet will be on show over the next two months, Liu said.

Liu Xinning, 77, a former journalist, visited the exhibition with his wife yesterday.

"I wanted to learn about the history of Tibet, which is a holy territory in my country. The secessionists that spoke out after the riots last year should come and see the exhibition."

Cai Xiang, 22, a Tibetan student from the Minzu University of China, said: "I was born and grew up in Sichuan province and don't know the history of Tibet. But this exhibition told me about the reforms."

"I hope Tibet becomes more prosperous in the future, so people can live better lives," he said.

In 1951, the central and Tibetan governments signed the 17-Article Agreement to liberate the Chinese region. In 1959, the ruling elite of Tibet staged an armed rebellion in Lhasa.

The central government disbanded the local government of old Tibet and crushed the rebellion after a two-year conflict, paving the way for democratic reform.

Last year, riots broke out in Lhasa, ahead of the Beijing Olympics.

"Now Tibet is stable and the social order is calm. Tibetans in areas that celebrate the New Year at this time are going ahead with celebrations," Foreign Ministry spokesman Ma Zhaoxu told a regular briefing yesterday.

"The Dalai Lama clique's attempt to spread rumors to destroy Tibet's stability will fail," he said.

Philippine electronics exports may bottom out in Q1

MANILA, Feb 10 - Exports of Philippine electronics are likely to bottom out in the first quarter after posting its steepest drop on record in December, the head of an industry group said on Tuesday.

Customer inventories are beginning to dry up such that some demand may start to come back in the second quarter, Arthur Young, chairman of the Semiconductor and Electronics Industries in the Philippines Inc, told Reuters.

"I think Q1 will be bottom and I think you'll start seeing slightly better numbers by Q2," Young said.

"We think that you will start seeing a pick up in orders in quarter two and in quarter three, that is what we are anticipating," he said, adding customers were close to depleting their inventory following drops in demand for personal computers and mobile phones which use memory chips. Philippine exports plunged 40.4 percent in December, the steepest fall in over two decades, with shipments of key electronics products contracting 47.6 percent in December from a year ago.

U.S. Increases Orders of Italian Machinery

In 2008, according to the U.S. Department of Commerce, the value of U.S. imported Italian machinery for major capital goods sectors registered a total value of over $2.2 billion, reflecting a 4.4% increase over the previous year ($2.1 billion.)

Italy is the fourth largest solution provider of primary machinery and technology to the U.S. The sectors of Italian machinery manufacturers reporting the biggest growth in 2008 were machine tools (+36.3%, $317 billion), graphic, printing and converting machinery (+31.7%, $268 billion), foundry (+28.2%, $69.8 billion), agricultural / farm machinery (+7.5%, $508 billion), glass machinery (+7.4%, 26 billion) and textile machinery (+2.2%, $146 billion.)

Japan, the number one provider of manufactured machinery to the U.S., saw relatively little growth last year -- +0.8%. Canada, the number three provider of manufactured machinery saw an increase of only 0.6%. These are not just one year trends, in the time period of 2005-2008, Japan has seen its total percentage of manufactured machinery destined for the U.S. drop by 4%, while in the same period Canada has seen its total percentage drop by -0.1%.

RIL's Singapore trading team quits

New Delhi (PTI): India's largest private sector entity Reliance Industries on Tuesday said that the team of traders handling its trading business in Singapore have left the company.

"Post our standard review of business it was mutually decided by us and Michael Ng and his team to part ways," RIL said in a statement.

It was not clear from the statement whether a new team would be appointed to handle the Singapore-based trading arm of the company.

However, sources said that a new team would be brought in as and when there is a requirement.

Earlier, in September last year, Reliance Industries had hired Michael Ng, to head its trading arm in Singapore -- Reliance Global Energy Services Singapore Pte Ltd -- to market fuel from its refineries.

In December last year Reliance Petroleum, a unit of RIL, last month commissioned its 5,80,000-barrels-per-day only for exports refinery at Jamnagar in Gujarat.

Shares of RIL were quoted at Rs 1,253, down 0.04 per cent on the BSE.

Layoffs possible, says TCS

Kolkata: As part of cost cutting-measures to tackle the global economic downturn, IT major TCS today said job-cuts are possible if the situation worsens, but said there are no immediate plans for lay-offs.

The company has, however, ruled out salary hikes next year and frozen “lateral intake” besides increasing weekly working hours for employees.

TCS managing director S Ramadorai said “there would be no hike in salaries in the forthcoming year” and added that “job cuts are possible if the situation worsens”. He added that the company is reviewing variable pay components of the staff salaries. The variable pay component of TCS employees differs between 22 per cent and 35 per cent of his/her gross salary, depending on an employee’s rank, he said.

Variable pay represents 8 per cent of the total revenue of TCS, whose headcount is 1.4 lakh. “We have around 1,40,000 on our payroll. On an average, 20-35 per cent of an employee’s gross yearly salary is the variable pay component,” said Global Human Resources vice president Ajayendra Mukherjee.

Shanghai plans yuan trade settlement soon -report

SHANGHAI, Feb 26 - Selected banks in Shanghai will soon begin settling cross-border trade in yuan, part of China's efforts to make the yuan an international currency, the official China Securities Journal reported on Thursday.

Bank of Communications <601328.SS> will make an announcement on the start of the business as soon as this month, the newspaper quoted an unnamed official of the bank as saying.

The Shanghai branch of Bank of China <601988.SS> will become the second bank to do the business at a later date, the newspaper added without elaborating.

In December, the government took a small step toward making the yuan an international currency by promising to allow its use on a trial basis to settle trade between a few Chinese provinces and neighbouring states.

The cabinet said the yuan could be used for trade between the manufacturing heartlands of the Pearl River Delta and the Yangtze River Delta, where Shanghai is located, and the Chinese territories of Hong Kong and Macau.

In addition, members of the Association of Southeast Asian Nations would be permitted to use yuan in trade with China's southeastern regions of Guangxi and Yunnan.

At present, the vast majority of China's trade is conducted in dollars and the rest in other major currencies such as the euro.

Middle East retail market to touch $500 billion in 2010 – CMD, Raymond

Apparel course on labor & environmental concerns wins award

The University of Delaware's graduate certificate in Socially Responsible Apparel Business has received an award from the University Continuing Education Association (UCEA) Mid-Atlantic Region in the "Institutional Partnership" category.

The award was presented during the regional conference held recently at the Hotel du Pont in Wilmington.

The program was developed by professors from the University of Delaware, Cornell University and Colorado State University, and addresses labor and environmental problems in the global supply chains for the apparel, textile and footwear industries.

Professors from all three universities designed the curriculum and teach the courses.

The program is offered through a collaboration between UD's Department of Fashion and Apparel Studies and the Division of Professional and Continuing Studies.

Marsha Dickson, chairperson of the Department of Fashion and Apparel Studies, serves as project director for the program. The other faculty members are Suzanne Loker and Charlotte Jirousek of Cornell University and Molly Eckman of Colorado State University.

"Having faculty from two other institutions involved was greatly beneficial for creating the program," Dickson said. "Most fashion and apparel programs have too few faculty to devote a lot of any single person's time to any single topic. We were able to pick the best educators to develop courses and teach in their area of expertise in social responsibility and sustainability."

Dickson added, "Everyone benefits. The institutions benefit because they are able to offer a broader range of courses, but more importantly, the students benefit from the opportunity to obtain a broad and deep understanding of the topics, from the best teachers."

Dickson is founder and president of Educators for Socially Responsible Apparel Business and also serves on the board of directors of the Fair Labor Association.

UD Assistant Provost Jim Broomall of Professional and Continuing Studies nominated the certificate program for the Institutional Partnership award.

"This program really highlights the capability of continuing education to provide a bridge between the intellectual resources of the university community and societal needs at an international level,” Broomall said. “It also demonstrates the boundary-spanning ability of continuing education by building a common curriculum shared among three institutions."

The program is made up of Web-based courses offered through UD Online.

The University of Delaware has been offering distance learning courses since 1988 and is a national leader in the use of educational technology.

The Socially Responsible Apparel Business Graduate Certificate has also been nominated for a 2009 American Distance Education Consortium (ADEC) Excellence in College and University Distance Education award.

Alibaba.com, Taiwantrade join forces for e-commerce initiative

Chinese B2B e-commerce company Alibaba has closed an agreement with Taiwan External Trade Development Council (TAITRA) to deliver its e-commerce platform to Taiwan's small and medium-sized exporters, Chinese news portal JLM Pacific Epoch reports.


Both TAITRA's B2B site Taiwantrade.com.tw and Alibaba.com will provide membership services, offline display recommendations, data management, buyer IP address positioning, product listings and online store displays, according to the same source quoting Alibaba representatives.

Alibaba Group, the parent company of Alibaba.com, reported USD 321 million in revenues during the first nine months of 2008. Alibaba connects buyers and suppliers via three marketplaces, namely an English-language marketplace (alibaba.com) for global importers and exporters, a Chinese-language marketplace (alibaba.com.cn) for e-commerce in China, and via Japanese-language marketplace (alibaba.co.jp) enabling trade to and from Japan.

Siemens Receives Meltshop Order from Xingtai, China – Expanding Into the Stainless- and Special-Steel Product Market

Siemens VAI Metals Technologies received a contract from the Chinese steel producer Xingtai Iron & Steel Corp., Ltd. (Xingtai Steel) for engineering and the supply of key equipment for a 50-ton-capacity AOD stainless steel converter, a ladle furnace of the same capacity and a 4-strand billet caster. These plants will be part of a new production facility being built at Xingtai in Hebei Province which will enable the company to enter the stainless- and special-steel market for long products. The total order volume is a two-digit-million-euro figure. The new meltshop is scheduled to start up in June 2010.

Xingtai Steel, a medium-sized Chinese steel producer, has a current annual production capacity of approximately three million tons of low-allow and high-carbon steel grades. The company is the largest producer of specialized high-quality wire and rod in China and also supplies special steel components to the industry, including the automotive sector. The scope of supply for the AOD converter includes the engineering and the supply of core components such as the tilting drive, valve station, rotary joint, tuyeres and special hydraulic components. Level 1 and Level 2 automation, including the metallurgical process model for stainless production, will also be provided. Special plant features include the VAI-CON Simple suspension system, a top lance and individual tuyere control. Engineering and key components will be supplied for the ladle furnace as well, including the current-conducting electrode arms, the high-voltage electrical system, hydraulics, Level 1 and Level 2 automation in addition to a metallurgical process model. The billet caster is designed to cast approximately 500,000 tons of stainless and special steel grades per year, also for ESR (electroslag refining) applications. In addition to engineering and automation, Siemens VAI will supply special equipment and technological packages. These include LevCon for the precise control of the steel level in the mold, DynaFlex for the online hydraulic adjustment of the mold-oscillation parameters, and Diamold mold tubes in support of high-speed casting. Air-mist cooling will be provided for optimized strand cooling. Mold and final EMS (electromagnetic stirrer) will ensure a fully homogenized steel composition with minimum strand segregation. Also for this project Siemens Ltd., China will be responsible for the local manufacturing and supply of certain key components for the AOD converter and ladle furnace in addition to electrical equipment and Level 1 automation for the meltshop. Siemens VAI had previously supplied components for one LD (BOF) converter, two ladle furnaces, two billet casters and five long-product rolling mills to Xingtai and also upgraded two of the company's existing casters. ‘Garmenting Accessories Online Expo ‘09’ receives excellent reviews

Garmenting Accessories Online Expo ’09 - the annual online trade fair event for the apparel accessories sector began on February 1, 2009 and will continue till March 17, 2009. Senator sees action soon on Obama trade nominee

WASHINGTON, Feb 24 - The Senate Finance Committee will soon hold a hearing on the nomination of former Dallas Mayor Ron Kirk to be President Barack Obama's chief trade negotiator, the panel's chairman said on Tuesday.

"I think we're having a markup next week," Senator Max Baucus told Reuters, adding he did not know of any hitches that could derail the nomination at this point.

"No, none that I'm aware of," Baucus said.

Obama picked Kirk to be U.S. trade representative more than two months ago. But Senate action on the nomination took a back seat to work in Congress on a mammoth economic stimulus package and the consideration of Cabinet nominees.

U.S. business groups are anxious to hear Kirk outline the Obama administration's plan for dealing with a number of issues leftover from the Bush administration.

Those include free trade pacts with Colombia, Panama and South Korea, as well as the Doha round of world trade talks which is now in its eighth year.

Desmon and Continental Equipment form JV

Continental Equipment India has forged a Joint Venture (JV) with world renowned refrigeration equipment manufacturers, Desmon, to manufacture hospitality refrigeration equipments in India. The joint venture,Desmon Continental, has set up a huge manufacturing facility at Chopanki in Rajasthan and is about to start production.

Informing this, R Kumar, Chairman, Desmon Continental said that the unit would start production from March 2009. "This is the first joint venture in the hospitality equipment sector in India in the real sense, where we, Continental Equipment, the Indian partner, has equity participation," he said.

Although technical joint ventures are common in the country, this is the first JV where the Indian partner has equity stake, he stated. Desmon, an Italian refrigeration equipment manufacturer, is the leader in this segment in the world today, he informed. Kumar added that the unit would manufacture hospitality kitchen refrigerators both for the domestic market as well as for overseas markets. "We have started getting orders already," he said. Kumar added that AAHAR at New Delhi next month would be the first major platform for the JV.

Guangzhou Toyota launches new Camry in China

Feb. 24, 2009 (China Knowledge) - Guangzhou Toyota Motor, the joint venture between Guangzhou Automobile Industry Group Co Ltd (GAIG) and Japan's Toyota, has recently launched a new Toyota Camry in China and will start selling the new model on Mar.1, sources reported.

The new Toyota Camry has new air intake design and front, outward appearance and lower price. The company hopes the new Camry will help it reinforce its leading position in the domestic mid and high-end car market.

In addition, the company lowered down the price for the new car to around RMB 180,000 and it expects Camry to reach more customers and gain more market shares, said the Guangzhou-based company.

Despite the uncertainties in the domestic auto market, Guangzhou Toyota aims to sell 150,000 units of the new Camry this year as compared to last year's 147,000 units.

USA: Scottdale's AMALGAMarts to Demonstrate Jewelry Making Techniques

AMALGAMarts , a collaborative art studio in Scottdale, is offering a series of demonstrations on the various aspects of jewelry making at the 2009 American Craft Council Show in Atlanta (March 13-15 at the Cobb Galleria Centre). These informative sessions address selected parts of the AMALGAM artists' custom jewelry-making process and will take place periodically on all three days of the Craft Show. 10,000 visitors are expected to attend the event, the largest of its kind in the Southeast.

Through each presentation the members of AMALGAMarts will demonstrate the jewelry-making process by showing how layers of depth and texture are added to works through roll printing and etching. Next, they will demonstrate how surface embellishments are made with patinas and keum-boo. Attendees can watch a solder-free chain grow before their eyes and witness earrings being forged from sheet and wire. Not only will artists demonstrate their craft on individual pieces, but components created using these techniques will be combined to create a piece of wearable art.

The American Craft Council Show in Atlanta will take place on Friday and Saturday, March 13-14: 10 a.m.-6 p.m.; and Sunday, March 15: 10 a.m.-5 p.m. at the Cobb Galleria Centre. Regular admission is $12 for one day, $18 for a two-day pass and all three days' admission for $20. Children 12 and under are admitted free. Trade shows turning to the Web

The only object missing when attending a trade show from your desktop may be the casino.

Everything else familiar to trade show attendees—the exhibit hall, the auditorium, a lounge to chat with other visitors—can be found digitally.

As companies slash travel budgets to deal with the deepening recession, virtual trade shows and other events are proving to be a practical way to reach people.

Just ask professional services firm KPMG LLP, which held a virtual job fair in September to showcase the international nature of its practices. It promoted 1,000 job opportunities across 144 countries. About 11,000 people from 167 countries attended.

"We can go out with one voice and meet people around the world," said Paloma Alos, a London-based director of global marketing for KPMG. "It's much more than having a static Web site, it's people interacting with each other."

Two of the top virtual trade show producers, Chicago's InXpo and California-based Unisfair, expect to double their growth this year from 2008 in large part because of the economy but also thanks to the reach of these events.

Meanwhile, the traditional trade show business expects a rough 2009, with 87 percent of executives who manage show facilities expecting flat or declining revenues, according to a February survey by Tradeshow Week magazine.

Unisfair hosted about 120 virtual events last year and is on tap to produce 200 in 2009, according to the company. The shows feature live chats—audio, text and video—Webcasts, content sharing and resource libraries. At the KPMG event, for example, one Webcast had 700 attendees and featured a question-and-answer chat session.

"All you need is a browser to attend" a virtual event, said Guy Piekarz, chief executive of Unisfair, which provided the software platform to host the KPMG fair.

Generally, organizers pay to host a virtual trade show and attendees log on for free after registration. Virtual events can have up to 20,000 attendees.

"The basic program costs about $30,000 to $40,000, and you build on top of that based on the size of the show," Piekarz said. Costs decrease for companies that host multiple shows.

Virtual trade shows are not intended to "replace the trade show business because nothing can replace a handshake," said Malcolm Lotzof, CEO and co-founder of InXpo.

Since it launched in 2004, InXpo has managed more than 500 events. In 2009, it expects to host 500 more.

"Right now, it's hard for us to keep up with the demand for existing customers, let alone add new customers," Lotzof said. InXpo has about 100 clients.

Over the past five years, InXpo has gained a better understanding of what works online.

"When we got started, we thought we would aim at replicating the big, physical trade show," he said. "But we found out that people did like to travel to bigger shows, where they could see a lot of people, a lot of vendors."

So, InXpo has focused on smaller events. "The conversations can be intimate, more focused, " Lotzof said.

In addition to saving on travel expenses, companies and event organizers can track attendees. That's because, like most Web-based tools, virtual shows are measurable.

"We know everyone who's been there, how long they were there, who they spoke with and what materials they read," Lotzof said. "We know that the average time someone spends at a virtual event is two hours. We can even send an e-mail to people who haven't attended."

So what's it like to attend a virtual event?

Like any show, you can interact with a sales representative at a vendor's booth or kibitz with other attendees in a lounge.

At an InXpo or Unisfair event, you point your browser at the entrance of the conference hall, exhibit center, lounge or resource center. In each room, visitors can interact with other attendees, vendors and speakers.

Some rooms have a group chat function that allows people to see how others respond to questions or comments.

At a booth in the exhibition area, vendors can employ video, audio or text chats. Vendors also can staff the booth on demand. So if traffic picks up, the company can add workers to handle the volume.

That was a benefit for KPMG at its virtual job fair. The event was very busy, Alos said, lasting 48 hours.

"We planned for 5,000 people, but we had about 11,000," she said. "We were very tired when it was all over."

Clinton urges China to buy US Treasuries

US Secretary of State Hillary Clinton Sunday wrapped up her three-day visit, reaching broad consensus with the Chinese leadership on a wide range of issues and urging Beijing to keep buying US Treasury bonds.

"By continuing to support American Treasury instruments, the Chinese are recognizing our interconnection.

"It would not be in China's interest if we were unable to get our economy moving," Clinton said at the US embassy shortly before departing for Washington.

"We are truly going to rise or fall together. We are in the same boat and, thankfully, we are rowing in the same direction."

Beijing has continued investment in US government securities, which will help the US administration fund the massive $787 billion stimulus package that US President Barack Obama signed into law last Tuesday.

Foreign Minister Yang Jiechi said on Saturday after a meeting with Clinton that China wants its foreign exchange reserves - the world's largest at $1.95 trillion - invested safely, with good value and liquidity.

He said future decisions on using them would be based on those principles, but added that China wanted to continue to work with the US.

President Hu Jintao, in his meeting with Clinton on Saturday, pledged to push forward Sino-US relations.

"Now it is more important than any time in the past to deepen and develop China-US relations amid the spreading financial crisis and increasing global challenges," Hu said.

"I warmly welcome President Obama to visit China at his earliest convenience," Hu said.

Clinton told Hu she felt it was like the beginning of "a new era" of bilateral relations characterized by "positive cooperation".

Earlier on Saturday, Clinton and Yang said at a joint press conference that the two nations would build a "double-track" strategic and economic dialogue mechanism to discuss concerns of either politics or the economy.

Details about the new mechanism are not clear but Clinton said she and Treasury Secretary Timothy Geithner would be involved in it.

The two presidents are expected to announce a decision when they meet at the G20 summit in London in April, she added.

Fighting global warming jointly with China was a top issue for Clinton's Beijing visit.

At the news conference, she said the US and China would build "an important partnership" to develop clean energy technologies and speed up the transition to low carbon economies.

Clinton also visited a church yesterday, talked with representatives of Chinese women and participated in web chat organized by China Daily.

Beijing was the last leg of Clinton's four-nation Asian tour that also took her to Japan, Indonesia and South Korea.

"We held 600 campaigns in the last year that covered 60,000 enterprises out of 13 million in the country. We will load all this information on the portal," Kumar said.

INTERVIEW-Iraq wants progress on energy projects with Syria

DAMASCUS, Feb 20 - The Iraqi government plans to speed up multibillion dollar energy projects with Syria that would help end tension between the two neighbours, Iraq's first ambassador to Syria in almost 30 years said on Friday.

The projects -- an oil pipeline linking Kirkuk oilfield to a Mediterranean terminal and developing an Iraqi gas field near Syria -- have been delayed, with Baghdad criticising Damascus for what it describes as insufficient cooperation on stopping rebel infiltration across the 600 km (375-mile) border.

"I expect substantial progress. What I heard directly from the leadership of my country is that Iraq is serious and ready to remove the obstacles standing in the way of these two strategic projects," Ala al-Jawadi told Reuters.

Jawadi, a founder of the Shi'ite Supreme Council For the Islamic Revolution in Iraq, lived in Syria along with scores of exiled Iraqi opposition leaders during Saddam Hussein's rule.

"I will not say more because these issues are better resolved away from the spotlight, but we will see major progress," said Jawadi, who presented his credentials to President Bashar al-Assad this week.

Relations between Iraq and Syria plummeted after Saddam Hussein became president of Iraq in the late 1970s and Iraq launched an eight year war against Iran.

The two countries remained on poor terms after the U.S. invasion of Iraq removed Saddam from power in 2003, although the two sides re-opened embassies in each other's capitals three years ago.

Syria was a major exporter to Iraq in the last years of Saddam Hussein's rule. It also helped Iraq bust United Nations sanctions by importing crude oil through the pipeline, which was bombed by U.S. planes during the 2003 invasion.


HARD CURRENCY

Syria, whose oil output fell steadily to 379,000 barrels a day last year, has felt limited economic benefit since the invasion of Iraq and end of sanctions which contributed to the collapse of the Iraqi economy but helped neighbours thrive.

Damascus viewed joint energy projects as crucial -- the oil pipeline would net Syria hard currency that would help offset its declining oil production -- but Iraq made it clear that they must be accompanied by progress on the security issue.

Iraq invited Russia's Stroytransgaz in 2007 to submit an offer to re-activate the 300,000 barrel per day Kirkuk-Banias oil export pipeline and raise its capacity but no follow-up was made, industry executives said.

Initial agreements also envisaged developing Iraq's Akkas gas field and exporting output through an Arab network passing through Syria. Iraqi officials who visited Damascus last year urged Syrian officials to do more on security cooperation for the projects to move forward.

Akkas is one of eight oil and gas fields that Iraq opened to foreign firms to bid for last year. The Iraqi oil ministry said in January it was "preparing the requirements" for a gas pipeline from Akkas to Syria. Jawadi would not be drawn on the security issue, but said Iraq was looking to improve ties with Syria across the board.

"The intention is now sincere from the two countries to move relations where they should be. Economics ties are related to the overall political, social and security picture," he said.

"We are not taking about a country thousands of kilometres from Iraq. We are talking about a neighbouring country where many of Iraq's current leaders used to live and many Iraqis still live under generous benefits."

China Mobile says no plan to tap into India market

China Mobile<941>, the nation's leading mobile phone company, said the company has no plant to enter India's telecom market, according to the Chinese company's spokesperson Rainie Lei, sources reported.

A local media in India earlier reported that Wang Jianzhou, CEO of China Mobile, said the company will tap into India's mobile phone market by acquiring some local businesses as part of the company's global expansion plan.

Sources said that India's telecom market has great potential, with new subscribers increasing 9 million per month, which will attract lots of investors.

In response, Lei said that the company's CEO did not make such statements.

As the world's biggest telecom carrier in terms of subscribers, China Mobile has been seeking overseas expansions. The company acquired Paktel in February 2007 for US$460 and bought a license from Millicom to operate the GSM network in the country, and later changed the name into China Mobile Pak (CMPak). Recently, the company said it will invest US$500 million in CMPak this year, according to earlier report.

Rethinking Outsourcing In The Recession

Small U.S. clothiers are pulling production back home--and saving money.

Kirstie Kelly is doing her part to boost the U.S. economy. A Los Angeles-based wedding gown designer, Kelly whips up one-of-a-kind gowns that go for $10,000 a pop. She funds that high-end operation by teaming with Disney to churn out more moderately priced gowns, in the neighborhood of $3,800, under the Disney Fairy Tale Weddings Collection.

Two years ago, Kelly looked to shave costs by outsourcing 80% of that line's production to mainland China. (She's always produced her high-end collection by hand, in L.A.) But that labor arbitrage didn't prove so compelling in light of stiff shipping costs, day-long flights for plant visits, the language barrier and overall lack of quality control.

That's why, in the last four months, Kelly has moved 40% of her Disney (nyse: DIS - news - people ) dress production to a factory in Nashville, Tenn.; she plans to bring back another 40% by the middle of this year. With only a four-hour flight from her manufacturing facility, she says she can better monitor everything from sewing to fittings. Because Kelly grabs 85% of her revenues from U.S. customers, she estimates the savings on shipping alone will cut the overall cost of production by 29% per dress.

"And those savings don't include [other] costs, like faster turnaround," she adds. "I feel better. I've got a tighter hold and control on the brand."

Kelly has plenty of company, both small and large. On the retail side, American Apparel, Gap (nyse: GPS - news - people ), Macy's (nyse: M - news - people ) and Kohl's (nyse: KSS - news - people ) in the last decade have increasingly contracted with U.S. manufacturers to produce branded clothes, plastic goods and furniture. As for small fashion designers, they are embracing the made-in-America strategy for a host reasons.

"The original impetus for on-shoring was the spike in energy prices and a consequent steep increase in transportation costs," says Josh Shapiro, chief U.S. economist at MFR, a Manhattan-based consulting firm. "Also, labor costs in China have increased quite dramatically." Throw in expiring tariffs and a weakened dollar, and running local factories looks a lot more attractive, adds Diane Swonk, chief economist at Mesirow, a Chicago-based financial services firm.

Elise Overland makes her eponymous collection of rock-and-roll-inspired leather leggings, purple lamé blazers and jewel-toned minidresses just three blocks from her showroom in Manhattan's dwindling garment district. Overland, who launched her line just two years ago, never tried her hand in China, where many contractors require large minimum orders. For a fledgling label feeding swanky department stores and boutiques that order only a few pieces per location, the math doesn't work.

San Gabriel Valley, Calif.-based sleeping bag maker Exxel, with $40 million in annual sales, ships 1.4 million bags a year to Wal-Mart (nyse: WMT - news - people ), Target (nyse: TGT - news - people ), Dick's Sporting Goods and K-Mart, among other retailers. In 2002, Exxel made 80% of its goods in China; now it makes 80% in the U.S. Thanks to smart sourcing of materials and no tariffs, the company says it now spends less to produce a bag in Haleyville, Ala., than it did in Shanghai.

Joe Blair, head of manufacturing for $300 million (annual sales) Tom James, maker of bespoke and readymade suits in Franklin, Tenn., says his company saves $35 to $40 million a year by manufacturing in Pennsylvania, New Jersey, Tennessee, North Carolina, Chicago and Maryland. What he gives up in labor costs he more than makes up by avoiding transportation expenses and currency fluctuations.

China won't fall off the manufacturing map anytime soon, says Josh Green, chief executive of Panjiva.com, which sells data on some 70,000 apparel and textile manufacturers in 180 countries. Still, for aspiring designers, sticking close to home can be the right move. Says Green: "Retailers can take advantage by being responsive and flexible when it comes to demand for product."

Emerson introduces cryogenic seal for radar level sensors

Emerson Process Management has introduced a cryogenic seal for its Rosemount® 5300 series of high performance guided wave radar (GWR) level transmitters. The seal enables accurate, reliable level measurement of condensed and liquefied gasses at very low temperatures (to -196° C) and is ideal for use in process tanks, side chambers, storage tanks and transportation vessels.

Europe Pressured To Help Automakers

Automaker Fiat cancelled some 8,000 layoffs thanks to government help, while Sweden wrestled Friday with how to save 4,500 jobs at Saab after the General Motors' unit sought protection from creditors.

The developments Friday -- and calls for more help for automakers in Britain and Germany -- show the pressure European governments are under to step up bailout packages and save industrial jobs.

Some 8,000 Fiat workers from the Turin headquarters to Sicily will be getting their full paychecks in March after Fiat canceled some of scheduled plant closures, kicking up production next month of Fiat's flagship compact car the Grande Punto, the Fiat Multipla utility vehicle, the Alfa Romeo MiTo and Lancia Ypsilon.

"We are reducing the layoffs," Fiat spokesman Gualberto Ranieri said Friday, though some factories will remain on temporary shutdown, including a plant in Naples.

Fiat is Italy's biggest employer, with some 80,000 workers, more than half of whom have been faced some period of temporary layoff, subsidized by a government-industry fund, since last fall.

The news seemed to reflect the positive impact of a government's incentive plan approved Feb. 10, calling for a payment of euro1,500 for trade-ins of polluting cars at least 10 years old, and even higher incentives for buyers of eco-friendly cars.

But the head of Italy's 600-strong dealership association, Dario Campagna, said while traffic to the nation's car dealerships is up even fivefold since January, few sales have been made, largely because of the credit crunch.

Meanwhile, the European Union on Friday expressed concern about the Italian incentives, saying they may violate competition rules.

In Sweden, the government was looking for ways to save jobs at Saab after the company went into bankruptcy protection. GM, which says it will seek to get the unit ready to sell, and Sweden have not agreed on additional funding to keep Saab viable on its own after the government rejected a bailout request from GM. Saab employs 4,500 workers in 50 countries.

"We explored and will continue to explore all available options for funding and or selling Saab and it was determined a formal restructuring would be the best way to create a truly independent entity that is ready for investment," Saab's managing director, Jan Ake Jonsson, said in a statement.

GM's unit in Germany, Adam Opel GmbH, also is in trouble, and a union official who sits on the supervisory board said it needs some euro3.3 billion ($4.2 billion) -- twice as much as previously discussed -- to weather the economic crisis.

Armin Schild, a senior member of the IG Metall union, told the Associated Press that the sum would allow Adam Opel GmbH reduce its reliance on troubled U.S. parent GM.

In Britain, auto industry officials launched calls to increase government help as new figures showed new car production fell 58 percent in January from a year ago.

Several car manufacturers, including BMW, Nissan and Honda, have already shed jobs and reduced workers' hours in response to slowing consumer demand and there are fears the industry might never recover.

The British government has promised a series of measures worth up to 2.3 billion pounds ($3.2 billion) -- which the industry says is insufficient compared to the U.S. rescue plan and euro7.5 billion in low-interest loans from the French government

"The extent of the decline highlights the critical need for further government action to deliver the measures already announced and ease access to finance and credit," said Paul Everitt, the chief executive of the Society of Motor Manufacturers and Traders.

Textile industry clamor’s for relief

The Indian textile industry is passing through highly stressful times since the last few months, since the economic turmoil broke out in the early days of September. Exports from the sector have been moving southwards ever since.

The trade bodies have been clamoring for a comprehensive package to help the industry survive through the crisis. But the government on its part has still not been forthcoming on the same and has come out a few measures to the dissatisfaction of the trade.

In the interim period, a lot of well and lesser known companies have announced cutbacks in production, while a few have simply folded up, unable to stand up to the slowdown in domestic and overseas markets leading to lay-offs in the sector.

In the first stimulus package that the government had announced in December 2008 it had made provision for paying Rs 140 billion under the Technology Up-gradation Fund Scheme (TUFS) to the textile industry under the scheme.

According to industry experts, that amount was anyway due to the sector and which was not being paid by the government in time. Under the TUFS scheme, the sector is entitled to get reimbursements from the government in repayment of loans.

The Rs 140 billion released by the government has helped in clearing dues under TUFS scheme till June 2008. Expectations from the interim budget were high, but it had to make do with only an extension in interest subvention of two per cent on pre and post shipment credit till September 2009.

Experts are predicting mass lay-offs in the textile and garment sectors in the coming months, and aver that if the government does not come out with remedial measures urgently, which seem unlikely, unemployment levels will reach unprecedented levels, they add by saying.

'Buy American' Concerns Japan's Steel Industry Chief

The head of a Japanese steel industry group on Wednesday expressed concerns about the so-called "Buy American" clause contained in the new U.S. economic stimulus package.

"It is quite regrettable because this kind of measure that prioritizes products made in one's own country might spread protectionism around the world," said Shoji Muneoka, chairman of the Japan Iron and Steel Federation.

Muneoka, president of Nippon Steel Corp., also noted that the United States agreed with other nations to promote free trade at last November's financial summit of the Group of 20 major industrial powers and emerging economies.

"We will wait to see whether the United States will implement the provision (in question) in an appropriate manner," he said.

U.S. President Barack Obama, in an interview with Canadian television Tuesday, gave assurances that the United States would honor the accords it signed as a member of the World Trade Organization and the North American Free Trade Agreement as it has done to date.

He spoke in response to international concerns about the "Buy American" clause in the $787 billion economic stimulus package that was signed into law by Obama Tuesday.

The clause requires public works projects funded by the new stimulus plan to use U.S.-made goods, including iron and steel.

Cotton exports incentive to strengthen competitor competitivness

The Government of India has announced 5% duty credit scrip for raw cotton with effect from April 1, 2008 and the benefit would be available for all cotton exports made and till 1.7.2009. The benefit is granted under Special Agriculture and Village Industries Schemes viz., Vishesh Krishi and Gram Udyog Yojana (VKGUY).

The cotton exporters are entitled for duty credit scrip equivalent to 5% FOB value of exports. The Indian textile industry which is seriously ailing due to over 45% increase in Minimum Support Price for cotton , hardening bank interest rates, acute power shortage, global financial melt down, etc., could get very negligible benefit under the two stimulus packages already announced by the Government of India.

The industry also did not get any benefit in the interim Budget of UPA Government. Under this scenario, the 5% export incentive offered for raw cotton has become a serious negative step threatening the survival of the textile industry in the country.

In a press release issued here today, Dr.K.V.Srinivasan, Chairman, The Southern India Mills’ Association (SIMA), has criticized the move made by the Government that too giving retrospective effect with effect from 1st April 2008.

Dr.Srinivasan has mentioned that the export incentive would benefit only the middlemen, particularly the cotton exporters and not the farmers. The implication of the budget would be around Rs.400 crores commitment for the Government which would affect the profitability of the domestic industry by 2 to 3%.

SIMA Chairman has said that the farmers sell their cotton during the period October to January and it is clearly evident that the entire export incentive would benefit only the traders. He has pointed out that the Government has encouraged the export of raw cotton and not the value added products.

He has further pointed out that cotton yarn is provided only 4% drawback incentive for export which suffers almost equal or more incidence of duties while the raw cotton which has been given 5% incentive does not suffer any duty.

The domestic spinning sector also spends Rs.3 to Rs.5 per kg. of cotton towards transport cost and in addition, State levies ranging from 4 to 6% are not refunded for exports. Under such scenario, the domestic sector is not in a position to compete with the countries like China, Pakistan, Bangladesh etc.

The cotton export incentive would strengthen the competitiveness of the competitors like China, Pakistan, Bangladesh, Indonesia, etc., in the global market.

SIMA Chief has appealed to the Centre to immediately withdraw the 5% incentive announced for export of raw cotton and protect the survival of the ailing textile industry in the country and safeguard the jobs of several millions of people, particularly the people below the poverty line.

Trade growth slows sharply in December - Dutch CPB

World trade growth was on a sharply slowing trend in December as volumes dropped at unprecedented rates at the end of the year, the Dutch CPB economic institute said on Wednesday.

In the 12 months ended December, trade growth slowed to 2.4 percent compared with the previous 12 months, down from 3.6 percent in November, said the CPB Netherlands Bureau for Economic Policy Analysis, whose data are used by the European Commission and World Bank.

In 2007 trade volumes grew 7.6 percent, against a high in the current cycle of 9.5 percent in November 2006, it said in its latest world trade monitor.

The CPB data are further evidence that trade is slumping as developed and increasingly developing countries fall into the grip of recession.

The International Monetary Fund forecast last month that world trade volumes would shrink 2.8 percent this year after growing 4.1 percent in 2008, down from 7.2 percent in 2007.

CPB said world trade in the last quarter of 2008 was 22.0 percent lower than the previous quarter at an annual rate, an unprecedented drop since it started tracking data in 1991.

In the third quarter trade was still growing at an annual 8.8 percent over the previous three months.

The fourth-quarter figures reflect a 21.7 percent drop at an annual rate of emerging countries' imports, and a 48.3 percent annualised drop in Japanese imports.

Govt declares 5% duty incentive on cotton exports

The Directorate General of Foreign Trade in a notice put up on its website mentions that a 5 percent duty incentive is available on exports of raw cotton, effective from April 1, 2008 till June 30, 2009.

This has been made possible by including raw cotton under the Vishesh Krishi Gram Udyog Yojana (VKGUY). This scheme has been launched for the promotion of exports mainly farm produce.

Experts have ridiculed this move of the government by saying that it would be equivalent to subsidizing cotton purchased by other competitor countries like China, Pakistan and Bangladesh from India.

As it is cotton production figures are expected to drop by 9.94 percent in the current cotton season and touch 29 million bales (1 bale=170 kg) instead of the 32.2 million bales projected by the government in October last year.

This decision of the government has invariably pushed up prices of the white gold as had been suggested by experts. In early morning trades on February 18, cotton prices zoomed by Rs 250-300 per candy (1 candy=356 kg) in the Gujarat cotton markets.
